Plenty of people are unemployed, feel put-upon by the government, live in poverty, feel hopeless -- but don't need to set things on fire or loot local stores. These are just opportunistic arseholes who think there's safety in numbers.
Guaranteed there's both more safety and more numbers in the army, let's see them scatter when they're facing tanks.
