if it carries on i can foresee a time when we all have to give much more info in order to get an ip address.
it will be like getting a bank account where we have to give a lot more references and prove were over the age of 21.
then if something happens with that ip address it loses all internet rights for that address. a sort of world wide internet blacklist.
other than that they will make sign an ip user agreement stating we are responsible for that particular machine.
