Even though these Air Force officers are highly regarded and have much technical experience, they're still as susceptible as anyone else to leaps of logic and all those other tricks our own brain pulls on us. It's a common phenomenon, across all people and cultures, to swear you saw something that you in fact didn't see or simply misinterpreted. That's my generous evaluation, anyway.

I agree that the odds of meeting other highly advanced life forms are very low. I would imagine that if aliens were, hypothetically, able to travel across the universe faster than light to get here, then their technology would be so advanced that we couldn't possibly recognize it as such.
