i thought the states controlled all the net ?

No, the UN does, all ARPA addresses are ran though them (Origionally created by ARPANET and then the States, now multi-national, thus, making it harder to control without causing conflict, eg. wikileaks, Thepiratebay, etc.), then registered by the country.
