I personally find the blank lines in the middle of ideas distracting. Can you explain their function here? Then perhaps I can comment further.

would it have been that difficult to put the qafiya in?  I am not going to mention the drifting mirage  the radif should be rather than just state the object blankly like a concrete bollard.  I feel like it wouldn't take a lot of work to make it more an actual ghazal

At the risk of being annoying (which I don't intend), the Academy of American Poets definition of ghazal starts:

'The ghazal is composed of a minimum of five couplets —and typically no more than fifteen—that are structurally, thematically, and emotionally autonomous. (my emphasis).

My concern is that the couplets here are not - they break both sentences and ideas in the middle every time. That's why I found the blank lines distracting.
