Almost everyone these days uses a vpn, so banning the ip address doesn't stop them. Elijah11 does not have the same ip as Dimitryet.
There isn't a way to restrict the newbies to basic. At least not an ability I have. And based on how few newbies bother to read any of our other rules, I doubt any would see or heed a written request to stay only in one forum.
It is annoying to have trolls. It's annoying that they can now bypass bans so easily. There isn't much we can do, but making things harder for all newbies isn't a good answer. We are trying to grow the site. Making it harder to join won't help us do that.
