Yes we do and yes it does. There is no reason that I can see for the tax to be charged other than someone wants an extra cut for the privilage of makeing a purchase with money that has already been taxed.
i'm of the belief that vat is an underhanded way of charging you more income tax through a back door while at the same time slapping you about the head and laughing about it.
