I think it can be quite releasing and healing to set things down on paper. I'm not sure about actually naming someone though. (Also I think that sort of think can come back and bite you later so for the most part I feel this sort of thing should stay in the private files) But I would think it fair game to write an "as like personality" about someone who had wronged me, into a story or poem that shows then in a negative light.
I agree with the sentiment you have expressed about not giving them the time of day and / or wanting to hound - but then find that as soon as a person is out of your life the urge is no longer there... all those things you were going to say to your boss or that member of staff whilst they daily wound you up is suddenly not important once you have moved on.
...But sometimes YES I def get the urge and desire to totally eviscerate someone with words for all of prosperity. (To date I never have though, although I do a pretty mean line in "...and another thing" letters!)
