You can not adopt a system and fight against it at the same time. A trusted up loader to my mind should be someone that is known and trusted to upload files free of virus and are what they say they are. I see no point in a multi tier status system using color to distinct them other than to signify sheer volume.
Think of it as constructive elitism.
